Ghouls
Lets just say some how they managed to find a way to reproduce, what would they be like as a species? Some people seem to think of them simply as flesh eating zombies (mostly noobs) but i think its far more complex than that. They are at hart human and have human emotions so they probably fined each other as attractive as we fined them and some ghouls with slightly less self-control would go insane but with time this will pass it has to. They do not live forever but they do live a long time making them extremely wise but this has also led to them become vary wary of humans and probably live underground. Slow and falling apart over time they have to reproduce to survive as species.
The previous rules probably don't apply to to the new generation of Ghouls without the radiation burns, they probably have human-like smooth green skin with splashes of pink, thinner than most humans and totally lack any hair. They also can take a hell of allot more damage and aren’t affected by small amounts of radiation, some very special Ghouls glow. Unlike the previous generation of ghouls they are fare more deadly opponents and are excepted by certain parts of human society however they still are mutants and there still are Ghoul cities because of this.
It is untrue to say that no flesh eating did go on but this wasn't just specific to the ghouls it was part of a much larger post Great War insanity.
But in the end isn't this what the wastes all about survival of the fittest evolve or die?

Of course they should.
I think they're two types of ghoul. The harold type (let's not start to argue if harold is a ghoul or not), who try to carry on going life as normal.
Then there's the set type, who kill humans and may eat human flesh. I think the ghouls in fallout 1 where thrown in becaus eif fallout was a post-apoc 50's comic there would be flesh eating zombies wandering around.
Mabye in Fallout 3, the harold type have become a reasonable community and help the bos mabye, while the set type help mutants and use human skin stiched onto them to make them seem more human-like.
I think set and harold should fight to the death in fallout 3.

Harold is an exception.
Why can't ghouls reproduce? I think it's only mentioned that super mutants can't reproduce. Ghouls are forced to live in sewers and scrapyards, because they are different to pure humans. Humans don't want to be near ghouls and vice versa. It's racism. The ghouls in Necropolis were somewhat organized and yes, hostile, because it was their place, their sacred ground. But they don't necessarily kill humans just for their meat.

Did you ever go to the Old Ghouls Home in FO2? and i quote "we are the first and last generation of Ghouls." I can't remember who said it though?Why can't ghouls reproduce? I think it's only mentioned that super mutants can't reproduce.
True enough, but wouldn't it be ironic that the next generation of ghouls, with the first generation seen as a sort of mutant reject by other mutants, despised and hated by human, became the ultimate warriors and began their revenge...Ghouls are forced to live in sewers and scrapyards, because they are different to pure humans. Well, presumably, there are still new ghouls being made. Since ghouls are (I beleive) the result of intensive exposure to radiation, and since there is still plenty of rads to be soaked up, it's possible for new ghouls to be "born" here and there. Unless, of course, ghouls need more than rads to exist, in which case I would appreciate a correction. They won't be able to maintain the numbers of the Necropolis emigrants, but there could still be a few ghouls wandering the wasteland, looking for a really good plastic surgeon.
It all really depends if you're going to use the MCA "FEV Explains It ALL"™ routine, which would make a lot very hard to do elsewhere from that point in California. MCA should also take a look at what pulp artists depicted in terms of radiation affects in the 50's and 60's. Quite a few movies even come to mind about the wild speculations of radiation.
