I think the Cat's Paw catered to employees of the families.

The Hub cops always bugged me. They wore combat armor and were packing assault rifles and combat shotguns, but they're too busy standing at a street corner getting robbed by Vault Dwellers to come and help kill Decker. I know it's for game logic and that lots of Hub cops would make that fight too easy, but it bugs me that no satisfactory explanation for that was ever provided.
