1. Those "PK free" zones if made in a Fallout Online would be completely unbelievable because
2. The NPCs in Fallout are generally weak, and it's hard to excuse many high-level NPC characters just sitting around with their heads up their collective asses guarding stuff. Even the Regulators were a weak bunch.

Exactly, which is why most pro-FOOL people have little sense of game design, or even less grasp of the setting.

Like Ravenclaw, for example.
