Why they are Evil : if they invade they will kill every one no exceptions.

Note : Horde babies have their faces slash a day after birth in order for them to get used to pain.

I've noticed allot of people would like to see civilisation knocked back a bit to return to the post apocalyptic feel of FO1 rather than becoming pure sci-fi so here's your reason. On the other hand if you would like to see the natural progression, the destruction would not be total and further south there would be the more civilised "nations" such as NCR. (I think FO3 should be set in the state of Washington)
Hey, I like that! A bunch of tribals with crazy experience levels and average weapons (shotguns, rifles, pistols, various leather armors) - that's cute.

Just give them some evil purpose and here ya go!

Keep in mind that for about 200 years they haven't been doing anything else than fighting each other, so that their fighting skills would become crazy. They'd be just like super mutants.

Personally, I don't think the enemy has to be evil... in fact, I think it'd be interesting if the main enemy turned out to actually be good, and you mistakenly have been working for the bad guys all along.

I hate to break this to you, but there is a problem. Your "Horde" is too one sided. They are just a group of crazy soldiers who kill and raid everything. The other Fallout games had something special about them. In a way, they were all good. The Master just wanted a new race that could survive the Earth, the Enclave wanted to make the Earth pure. Gammorin in FoT just wanted to protect mankind from the robots. The robots just wanted to SPOILER!! You need a "bad guy" who seems so evil until you meet him and is really good after all in his own way.
Your other problem is that ALL of you are thinking of some ultimate army that kicked butt and likes to kill. Maybe there is something not quite so powerful but still effects the wasteland.
Your third problem is, you're thinking way to far out. Look at the little world made by Fallout 1 & 2. You need to keep it connected to this area. No out-of-the-blue-super-evils. I know it is harder to find an ending group or whatever by folloying what I said, but it can be done. So here is my shot at Fallout 3.

This takes place about five years after Fallout 2. The NCR has been under the leadership of Tandy for many years. Before that, her father. Tandi died and a new president took seat. He tried to quietly enter and follow many of Tandi's ideas to keep the people happy. Time passed and new problems began to arise. He then made many new laws that angered the people of the NCR. Junktown and Hub had always traded with each other and worked side by side, but now new trade laws made it hard to make a living. The state of Dayglow felt that many of the issues did not include them, and grew angery for being thought of as a lower state. Many new things were outlawed. All in all, the people became angry. One day, a group of armed farmers attacked an NCR outpost between Junktown and Hub. Though they burned the place to the ground, they were later all caught and hanged. You fill in the holes, but a revolution started. Raiders sided with the revolutionarues because they wanted to kill an old enemy. The Mordinos began to rade guns to them to help their slipped economy. The BoS tried to stay out. The PC would have a chance to see both sides and maybe even join one. Many other things can happen,such as expansion issues with Arroyo, racism can grow worse in Vault City. Navarro can be attacked, etc.

Also a lot of people forget the cuban missile crisis never happened. A lot of stuff wouldnt even BE there, as it's writen as 50's future sci-fi.

Before the war:They were a small lawyer firm based in washington
After the war:The various lawyers from the firm ran to the nearest vault. Due to their blood-thirsty violent needs, they killed everyone inside and started a firm to sell insurance on radiation damage. after leaving the vault they realised they had the upper hand in the world. They were smart, rich and knew a lot of pre-war information because of the big cases they handled.

The firm started to build a large tower, taking anything that came in a 10 mile radius as a slave to build more towers around the wasteland. The slaves started to die south of a recent base, so they went to investigate. Finding the military base, they saw the mutant threat and decided to exploit it. The firm took a sample of FEV and started to reverse engineer it to find a 'cure', then sell it to mutants at the price of life-long slavery or as a soldier.

After the vualt dweller blew up the mutant base, the FEV cure was useless. The firm tried to get revenege, the most they could do was use an agent in V13 to warn the overseer about the vault dwellers 'mutations'

80 years later the enclave tried to take over. By now the firm had re-built a lot of washington as it was pre-war (no new technology) and slaves wandered the streets. The firm saw another chance, and tried to make negotions with President Richardson. He refused though and sent a team to wipe them all out. The firm captured the 5 man squad, and discovered a lot of information about combat-implants and power armour...

Now, 160 years after the wanderer exited his vault, The firm discovered new arroyo. Armed with intelligence, advanced weaponry and armour and a small army of slaves the firm made the choice to try and exploit the wasteland situtation. They have researched a new plant that will make the wasteland covered in grass, returning mutated genes to normal. They are trying to sell it to the highest bidder.

Why their evil:The plant will release a toxin into the air that will melt areas of the human brain, making them into zombies. The firm will benefit by having millions of slaves to take over more of the wasteland and evenutally the world.

I think these might work. Might be a bit enclavish, but these enemys use thei brains and not bunkers full of heavily armed troops. The actual firm will be a small group of mabye 50 or so people, but the weak slaves will offer most of the fighting.

The firm will be also fighting itself, with people trying to get to the top of The firm. Members will be trying to kill the guy who's his senior, and kicking back the people below him.

Your mission might be to destory this plant before the firm sell it.

(I've thought about the firm just able to plant the plant themselves, but this would kill them. They need someone a lot further south to plant it, and they can't send slaves as they'd probably destroy it and run off. And any firm members wouldnt want to sacrifice himself. Also the firm would gain more money, information and other stuff. I DONT KNOW I HAVENT THOUGHT IT THROUGH YET.)

Hmm.. i'm not too choosy about the storyline since every plot if done well may be satisfying. Most of the time you don't think about your main quest but enjoy playing, doing stupid tasks, traveling with caravans, exploring an old military bases etc anyway.

How about making a poll about "which of the posted stories is the best"? :lol:

but i eventually decided to remove it to make it more ehmm.. objective.

An ending "boss" really depends on where Fallout 3 will take place.
