That was taken from Fallout 2 manual. as it states, there should not be maximum level, but still my char can't go beyond level 99.

But that's not the point. The point is that the manual clearly states that there is no maximum level and yet there is... level 99.
But you are right about getting it legit. It is hard as the final level rise needs huge amount of exp. Maybe if you use the comp in VC after finishing the game or the Fallout Book, as I remember it gave infinite exp too...
