The FOB was an interesting idea, but what MCA did is quite useless.
He just says what ever he likes and makes a mess from the setting.

However, I think it has positive sides.
The Fallout bible revels concept ideas and a lot of pre design info, which is quite interesting.
(The lost places in FO and FO2 are a good example).

Another thing I've noticed in the FOB that doesn't make sense: MCA says that fuel is extremely scarce in pre-war times and fusion power was widespread. However, in the item description for the fuel cell regulator (I believe that's it, the part that gives more mileage to your car), it says that fusion power was largely ignored due to the abundant resources of oil. Tsk, tsk, tsk.

Man, this is something any good FO player should know.
Oil was scarce.
Ever seen the FO1 intro?
The id for the Fuel cell regulator must be a joke, because a lack of oil is basic.

And that is the reason why there aren't cars in fallout. Fusion cars exist, but they were very expensive before the Great war. 1/200 cars/people ratio in NCR is bullshit. Not only is not possible but also doesn't fit at all in Fallout atmosphere.

Back when Oil was abundant, Fusion cells were ingored since indeed people preferred oil (and thus the cells were much more expensive as no one cared about them much).

The cells you find date from that era, not the pre-war era which was triggered by the lack of Oil. As oil became scares fusion-cells became more abundant quite obviously, but not enough to stop the war.

I don't see anything hard to understand about all that.
