There's quite a number of people who are quite old... obviously the ghouls and mutants and Dogmeat... Most are at the Cafe but in addition Tandy there's her "arch nemesis" or whatever from the now defunct Khans in Vault 13.

You seem to find a heck of a lot of exceptions as the Chosen One... guess that's why you were chosen...

Nonetheless, if you go through the whole game and count all the old people vs. the younger ones, there will no doubt be a much larger number of young people.

Well of course! Fallout 2 was soooo huge, that even if they added all the people from Fo1 in it, old folk would still be a minority ;)
