Why doesn't Junktown have any kids?

Why doesn't Junktown have any children? The Hub has kids, so does Shady Sands and the boneyard. I could see if the game didn't have any children at all, but why the exception for Junktown. I don't see any reason for the citizens to be sterile; I think Boneyard residents are probably more filled with radiation. Theories please.

I suppose there could be two reasons, one a milieu-related one, and the other a designer issue.

The milieu-related issue would be that Junktown does indeed have children, but since it's not exactly a "kid friendly" environment with lawless thugs and law enforcing thugs running around the parents just keep them out of sight. (Or maybe Doc Morbid does have something to do w/it...)

The design-related issue would be that in the original version of Junktown taking Killian out was supposed to get the best ending for Junktown. Killing Killian requires shooting your way out of town, so it's possible that the designers gave the player a break and spared them from the Child Killer karmic title by simply not including any children in the target array...er...I mean town's population.
