What exactly is the problem with it? It's working fine here...
I fiddled a bit with the .cfg first though and made sure that the directories pointed to a valid Fallout2 directory, howerver I think the thing asks you where Fallout2 is anyway and fills the cfg by itself...
Just make sure you have the .cfg file and the .exe file in the same directory...
I never ran it in any compatibility mode...
Anyhoo, take a look at Dims new "ModRunner" in the other thread.

Use ModRunner.exe
ModRunner.exe worked whereas FaME did NOT work under XP.
Just put ModRunner.exe in your root FO2 directory along with Patch/.exe/critter/master files. Put your mods there as well.
Run ModRunner and click any other mod (in Yellow, the Grayed files will run automatically) and play.
One word of caution, some mods do Not coexist with other mods, so if FO2 locks/crashes just don't run that mod.

I don't know what the hell your doing as both apps work just fine for me...
Extract them in the same direcotry as the Fallout2.exe, and run'em... how hard can that be?
Given it fails cna you give us an error message (specially for Dims' program since he's actually there if there are any bugs that need to be fixed...)
