Fallout Nexus seems to be the only place that has its shit together as far as I've seen. The ability to filter mods by most downloaded, etc. helps to figure out what's decent and wade past the stupid textures and "It's a missile launcher that fires missile launchers that fire diarrhea grenades!" mods.
