Well, on the specific point of Vault capacity, Avellone's statement of 1,000 is quite right and corroborated by the game manual. Any location in Fallout 1 or 2 is MUCH larger than what the player sees. The Hub, for instance, is supposed to be the largest city in the wasteland, and yet it's, what?, five areas? Same goes for NCR in Fallout 2: not much residential space for the capital of a thriving new nation, no? When you explore a Vault, you're just skipping over a bunch of uninteresting levels. Just look at the old "Vault of the Future" postcard. There's more than three levels there.
How appropriate. You fight like a cow.
