It just means added work for the artists and stuff since they'd have to make all these extra sprites... if the game were true 3d, then it wouldn't be a problem... but it's not, so something like this would probably just make the animators go on strike or something... I'd hate to have to animate the death sequences of every combination of gloves, boots, jackets, helmets, and etc...
So, it probably wasn't a balancing issue or something that was overlooked... it was just too much work for something so simple...
What they're doing with Lionheart might work for something like this, though... render the 3d image of the guy with gloves and boots and whatever into a 2d image... that might work...

The thing with Tactics was that you were a simple grunt in the BOS ranks... you were made to follow your orders regardless of what it takes to accomplish your orders... blah blah blah.
Seriously, I think it would've made the game overly complicated if your character was given the ability to talk back to his superiors...

More fun like a bullet between the eyes for insubordination... how would you like it if one of the dialogue paths made everyone in the BOS bunker want to kill you?
I dunno, doesn't seem like fun to me... well... maybe later when my squad has power armor and brownings and whatnot... but if I screw up in the beginning and say the wrong thing at the wrong time to Barnaky... well, I'd hate to have to start over because I disagree with how he treats ghouls...

Let's not forget that FO:T isn't an RPG. It's a spinoff of an RPG. A tactical combat game. Long, involved dialog doesn't belong in a tactical combat game.

Nonetheless, more choice would be nice...in all respects. When to play which mission, whom to talk to and how, which side to go AWOL to...

And there should be more GEAR! Geiger-counters, night-vision goggles, binoculars, really tough boots, rope, flashlights, portable computers for on-site hacking, handcuffs, chemscanners, nuts, bolts, nails, the fucking works! And things you can use them on.

I'd also like a tuning down of the weaponry..no more gradzidmo-znorkium lasguns please. On the other hand, I'd like more weapons that allow for more tactical diversity than weapons that just do more damage: things like the grenade launcher. And ammo should be a bit scarcer.

Ya, i honestly wish that you had to buy more stuff from the quartermaster. But if they made it that way, they should make is so that your barter skill REALLY affects the prices.

soo... basicly the fallout that is wanted here is

like FO1+2, dialog, and ability to converse with people to change the story line.
the ability to outfit your charactors with multiple peaces of equiptment, like boots, helmets ect.
turnbased/CTB(i think) so that you can have real combat, tactics IS combat oriented.
the need for speech skill, and bartering. and possibly inteligence. not only used for accessing comuters.
more towns that are not necissarily attached to the story line.
more free roming. (not, This is your mission, do it, and come back)

yeap, if anyone dissagrees with any of this, post away.

i personally like the idea of most of this, but id rather have it all in FO3 then in FOt2, minus the CTB

Free roaming while being part of a military organization doesn't work, however if there were some cities that you could go to whenever you wanted to buy gear and stuff, that would be nice. And i think that you should be able to find a decent amount of ring pulls in the game. And if they had cities where you could buy stuff they should make it so that you can find ring pulls in random encounters.

more like free roaming in that you can stop by different towns on the way too and from a mission.

and you should be able to buy more high end non-standard BOS style weapons from a back room dealer in a town. or just up front.

some of the shop keepers could upgrade you weapons and hotwire your energy guns. cause the BOS wouldnt allow that! even armor upgrades

FOT2 (if it ever comes out) should use some of the skills and perks that were included. Who the hell ever stole something in that game? For example, there should be a mission that you should have to steal something and if you screw up, your squad has to deal with all the enemies in the area.

i'm nearly sure i seen that in a random encounter.

You must mean this line:

For some reason it is listed out of order. Although it's a "Generic" line (which means that the various non-Reaver Human "Races" use those lines) it's listed after the Mutants' lines.
