If you <ahem> "donate genetic material" to Vault City (in the medlab on the first floor of the VC Vault), you can get one.
The dialogue line is something like "Can I get a magazine or something?"

You get the Jet antidote that you need to solve the Jet problem in Redding.

naw, i think you get some cash or something.
the smuggling jet has no relation to the jet antidote quest, which requires no jet to be given (iirc) but you do need to know what endorphene blockers are.

If you bring the antidote into Brokwn hills it just makes Dr Troy "win over" the town and thus allies with Vault City, which, imho, sucks.

I thought the Jet-crisis was restricted to New Reno and Redding, nor did it occur to me that Broken hills too was aspiring for annexation with Vault city.

To those who failed to catch it, I confused Broken Hills and Redding (again).
