it depends really. elvis brought it more mainstream, without elvis there'd need to be another white guy to bring it along. And even with black people influences there's also country mixed up in there. I guess you could debate the origins of rock music (rockabilly) for a while, but the beatles aren't anywhere near creating rock music. It's not even a totally different sound to things before it, so it's a bit dumb to confuse it with creating rock and roll or whatever.
"Rock around the clock" by Haley and the Comets is what brought Rock and Roll to the mainstream, reaching #1 in the US and putting rock on the map world wide.
Elvis's first single "That's all Right (Mama)" came out later that year.
If I remember correctly, Elvis didn't even wrote any of his songs. But otherwise he had A huge influence on rock culture. I'd say that he was more like a messenger than a creator.
