Well in Fallout you are "the chosen one" and your nemesis is "the Master" just like in Buffy.

"The Chosen One" I'm quite sure comes from other much older sources... It's not exactly a new concept

Sorry if I'm a bit rusty with my understanding of the referance, but this is what it is refering to:

Buffy was a moderator or admin over at the Unwashed Villagers. Becky was a mod or admin as well, thus Becky is happy to see Buffy....

Duh! Im sorry, i forgot, Chris A, said that it was Dave Hendee that put in that easter egg, so yeah thats probably it.

I know its not a new concept but its more than a coincidence that the main goody and the main baddy have the same names as in Buffy.

someone with the dmx pic thing siad some thing about madmax well in the 1st one the dog (I think hes name is dogmeat) in jucktown is madmax's dog cas if you wear the black leather (which madmax wears) he follows you I really sud put that in the fallout one part

I can't get that "Buffy" thing to work, I had a female character with

and it didn't work... does it have to be case-sensitive?

It works in my game. Make a female char whose name is Buffy. That's it.
