If "real FO" is defined by turn-based combat and a top-down perspective, then no. But I don't think FO is defined by that. It's defined by atmosphere, depth of play, open-ended freedom, a well-told story, and all those other slightly more important things that help us remember the game long after we've finished it. and ditto on PiP's playing experience contributing to what Fallout was. Granted it does not define fallout, but it was, to me, a large part of it. I have yet to see an FPS do what Fallout did.
