Of course. Why wouldn't you choose a skill that allows you to kill everything you meet without having to end your "turn".
The way I rationalize this whole failed experiment is that Bethesda already had a list of new perks and they found the user submission that most closely resembled something they already had. If nothing else this thought process takes at least some of the blood from the hands of the fan community.

When you say fan community, I think it's important to realize there's two types of fan communities for Bethesda Softworks' Fallout (Here on out refered to as "Fallout BS"). There's A. The fans like us who are the oldschool fans who care about fallout and B. the BS fans who just care about BS giving them an "Rpg".
