Fallout 3 is not an evolution of the series - with how many features from the first two games it was missing, most notably in story, game mechanics, writing and interface, it's a de-evolution. Just because you shoe-horn something into a 3D engine, which is currently the industry standard, doesn't mean you evolved it.

The only Fallout titles that have a chance of redeeming the series are New Vegas and possibly, but doubtfully, Fallout Online. The thing both those titles have in common is Bethesda Softworks isn't making them.
