Alos, NCR had some form of Military. Although New Reno was awash with money, it was topp crippled by internal conflict and lack of unified government to have made any outwards influence beyond the production of Jet.

The currency in Fallout 3 should have been BoS dollars. Although Tactics isn't 100% canon, certain parts of it are. If indeed BoS would choose to set up in The Capital Wasteland, it would have made more sense for them to produce BoS dollars, and trade them with Wastelanders for tech. BoS can then decide how much a BoS dollar is worth (that way they could buy every book in the library off an adventurer, rather than waste precious armour and ammo fighting mutants for childrens books, just make your own money and pay some jackass to do it for you). In return, to keep their currency competitive againt any rival form of currency, they research new tech, and trade that with towns in exchange for food and water.

Wastlander retrieves broken computer, sells it for $100BoS, uses $100 to buy water and food from town, BoS use computer to create new robot guard, trade robot guard to town for huge amount of food and water, town is low on excess food and water, price rises, BoS have to pay out even more money to Wastelanders, but that doesn't matter, because they control the production of BoS dollars. That way, the Wastelander has a viable source of income for his or her skilled labour, the town recieves said income in exchange for production of food and water, excess food and water sold to BoS to keep not only the supply of money running, but also the advancement of their settlement, everybody wins. The town would expand too. as the rpices rise, so would competition. If there;s only 1 farm and they're charging too much, comptetitor moves next door. The prices should never stray too far from inflation, the town would grow at a steady pace based on the local economy and BoS technological advancement. Of course, eventually there will come a time when there is little need for old technology, but then the wastelander will probably find work in the new bustling economy. BoS, thanks to the food and water they recieve, and being able to decide monetary value, hire more people, to keep a sort of "bread and butter" business on the side, to prop up their more advanced research department (ie, a small team to beuild town walls, construct weapons etc). As the demand for pre-war technology decreases, the demand for scrap materials will increase, the scavenger will simply change what products he or she sells to the BoS.

What's interesting is that New Vegas is made by Obsidian. Obsidian have remnants of the late, great Black Isle Studios. Black Isle Studios was originally making Fallout 3 before it went down the drain, codenamed Van Brauen or something. And what I read from the leaked info on that game; it had alot to do with a war against BOS and NCR. With Hoover Dam (near Vegas) being central to the storyline and also something about raiders calling themselves Ceasar's Legion (which, if I read correctly, is also featured in New Vegas)

If they're following the legacy of Black Isle's Fallout 3 lore, then it would suggest that NCR has a massive army, though not near as high-tech as BOS, but using the advantage of a strong, large regulated army against a relatively small, highly technological order.

Also, NCR had massive territories. Even the state which Lost Bunker Hill is located in, Maxson State, is an official part of the NCR domain.

I really can't understand why supposedly NCR and BOS would be allies, though, in the upcoming game. There were even animosity in Fallout 2 between the two factions. (Though honestly, the Brotherhood of Steel basically has always been 'Us vs. Silly Others', and they had all the right to do so, given that they had awesome power armours.)

That's because Bethesda has conveyed a great, inspirational storyline which tells us that selflessness and altruism is the way to go. Sure, the Brotherhood of Steel might look like mean, power-armoured gits with lazors and looks outrageously more idiotic in Bethesda's version. But they tell us that inside all that steel is a bleeding, warm, fuzzy heart that loves everyone. And technology is worth sharing. And humanity comes before science. And Lyon's Pride is the best of the best.

I never understood how in F3 the BoS troops were so easy to kill. In that library mission, i saw like, 5 die at the hands of raiders. It's power armour for shitting sake. I'm playing F1 again now, and bullets are just bouncing off my power armour.

Well Bethesda did create a bit of an out for themselves with this. It wasn't the Brotherhood of Steel that were the bleeding heart pussies, but the Elder Lyons BoS.

The "outcasts" were the real brotherhood of steel in Fallout 3, and they were a bit more in tune with the actual west coast BoS.
