Technically the cars still exist, but the only ones unaffected by nuclear EMPs (as far as I know) would be standard, pre-electrical component combustion vehicles. With some chemistry work, you could probably concoct some type of fuel from waste, alcohol, etc. that would substitute for gasoline. I think that, had Tactics been granted more production time, they would have been able to flesh that out to a point where the level of explanation made it fair to include working vehicles.
As far as gambling goes, Sammy, there wasn't any gambling in Fallout 3 and the gambling skill itself was removed from the available skills. Suffice to say, what you're saying is obvious.
