Nope, you can't stop them damn mutants from destroying the Hub. There is no good ending.

damnit! i wanted a Hub in FO3. but the narrator just had to say:

you can avoid the bad ending for necropolis too

IIRC you need to leave them a water supply then take out the vats and master within 30 days of killing the super mutants there
