Now that sounds like a good idea, I still don't see why you would waste a perk specifically for one event when it could be changed and used as a requirement for something more useful (making healing powder, stimpacks or explosives, etc.) If you wanted to script psychic attacks you could just bring back the good old psychic nullifier and make the script deal damage to your character and party if the PN is not carried in inventory.

Technically Wiggum & Co. in the master's lair also had psychic stuff, but the psionic nullifier / mental block perk had no effect on that. With the perk, you should be able to block out Hakunin's annoying dreams also

Hmm, Metal Block was a true waste... of course it could have other uses if it were like the other way around and you could feel the minds of others...

Well, FEV and all those other virals in teh air could make mutations and develop certain psyke abilities... I mean even the 50's scientist would agree with that... Just limited and only for a chosen few...
