Well, you blew up the Enclave oil rig at the end of Fallout 2. The FEV from the oil rig could have caused some nasty 'side-effects' in the ocean vegetation and the coastline. FEV effects on plants are still a mystery, but one could imagine that it would increase their size and strength(even intelligence?). Anyway, the last thing I want to see is talking plants.

the city ruins should be whole and unwhole. Some places more radiated than others and see why. Like when u stop in an city thatw asn't bombed, you should find a little disjointed settlement. Deserts, baren and cruel...

But very different.

You should be able to walk old highways, and mountain areas shouldn't have a generic look...

If FO3 is in full 3-d I am thinking pathes would be different and diverse like that of Morrowind. Now that place I enjoyed walking.
