ian out is not a mod, it is its own game, it just uses the fo2 dat files. fame doesnt load ian out.

Would that make CS/DOD/TFC there own games? It'sd still a mod/expansion of FO2 because it use FO2 files. Its not an expansion because it's not an official (Sold) mod, so its a mod.

a mod uses the same engine, ian out uses its own engine. therefore it is not a mod.

would moving all of HL's stuff to the HL2 engine be considered a mod? --no.

you just run ian out, it's its own program.
