I spend 2-3 hours roaming the wasteland to find the pariah dog (with 2 luck), and I kept encountering the Cafe of broken dreams, the portal and the bridge...
Yeah, I too have encountered those even if I have low luck. I guess there is no luck limit at all :?

I've only found Pariah dog once, and that's enough.

Well, whenever I find the Pariah Dog, I run. RUn my ass off.

Funny thing is, which just goes to further prove it, I have played through the game twice with a 10 Luck character, and I have never gotten the Cafe of Broken Dreams. Not ever.

Yeah, same here, for 5 years I never got the cafe, then in my "3hour find *(&#& pariah dog" time, I found the cafe about 5-10 times :P

these special encounters are affected mostly by the outdoorsman skill. having a verg high or very low outdoorsman skill is the most influential factor deciding whether you encounter these often amusing scenes, as well as the "do you wish to encounter ______" messages.

AND BY THE WAY-----HOW DO YOU GET THAT COFFE IMOTICON????

Yeah, that's my current theory, however I got bored running around with a low outdoorsman skill and keep encountering everything (else then the pariah dog as that's what I was looking for) and not even being able to cancel the encounter - as I would have done with a higher outdoorsman skill...

As for the emitcon, click on the "View more emoticons" at the bottoms of the "displayed" ones.

My fav is this one:

As I beleive the little character are the um.. forest creatures in Princess Mononoke. Great anime. Gotta watch it. I bought it. Love it. The translation was great. GO GET IT. NOW.

You're still here aren't you?
