I don't know much about GURPS except for the fact that it was the system that was going to be used for Fallout before they made the special system.

GURPS= Generic Universal Role Playing System.

It's a legendary set of tabletop RPG rules created by Steve Jackson Games. As you said, Fallout was originally meant to use them (in fact, Fallout was a GURPS game before it was a post-apocalyptic game), but Interplay lost the liscence for some reason (what--Interplay do something stupid and piss of a buisness partner? NEVER!), so Tim Cain, Chris Taylor, Jess Heinig, and Feargus Urquhart made SPECIAL (or so says the FO2 manual credits).
How appropriate. You fight like a cow.

Thank God too. SPECIAL was the best set of rules ever used in a game.
