Well, not until you have some idea of the setting and game design. Until then, keep working on it, and perhaps you might get enough experience to figure out what will and what will not fit into a game.

Exactly. The protagonist has always been a wanderer/explorer. That's the feel given to the games. If the game mechanics were introduced to make it into The Sims or Daggerfall as far as aimlessness, then it's going to be rather watered down.
