The concept art released so far look fine for a generic post-apoc setting, but they lack the special Fallout touch which was present in the E3 promotional poster. Still, I wouldn't put too much weight on these images, considering they're probably made by external concept art studios and the purpose of these images is mostly to set the tone for the imagery in the game.
If I were to pick something from these images, it would be that the setting is going to be more a notch darker and urban this time. The game seems to be located around the D.C. area.

My money is on that too. Of course that's rather logical when you think about it.
