Maybe there is a side-quest where you have to obtain and return the jetpack to someone
In you use it, you blow up, so you can't use it
On second second thought, no jetpack, it just doesn't seem to fit Fallout imo

I would rather have kinky sex with three ravenous donkeys than see jetpacks in FO3, or any other FO related iteam.
