Need some help

Im trying to find the file/folder that will let me change the ((info)) that gets displayed on critters in random encounters.
Ive gone through all the files in the data\text\english \game folder and i still cant find it? i dunno where else they could be.
Its the NCR rangers info and dialouge in random encounters i wanna change.
Also is it possible to turn the red outline off that shows up when someone does an action in combat i hate it so ugly.

Found it! ecranger.msg. doh!
I still dont know how to permantly turn of that ugly red outline glow in combat, if anyone can figure it out coolies
