Okey doke, this what I've noticed from in-game use of Divine Favor:
1) Your perk rate increases (...duh...) allowing you up to six extra perks by character level 50 (good luck with that)
2) Your highest stat increases by 1 so long as you are not at the racial maximum BUT if you are permanently over the racial max (Mutate!, Elixir of Vitality) then it will give you the +1 increase (so legit stats of 12 on a human are possible)
3) I haven't noticed anything else
The only question I have is if the perk rate increase is imediate or if you have to wait until the next scheduled perk for it to kick in. For example:
- I reach level 18 with a few perks saved up.
- I pick Mutate! (Gifted), Gain Charisma and finally Divine Favor
Would this mean I get my next perk at level 20 or did the game calculate my next perk for level 21 when my Un-Favored character hit level 18? The Tactics editor suggests level 20 but I've noticed that the editor mechanics differ somewhat from leveling in-game. I hope that made some sense. Thanks again.

You get Divine Favor at level 14, at least in multiplayer you do. My ghouls kick ass with it. So by level 30, you get a few extra perks which helps out
