Anything I can do with that? My first time in Vault 15, I open the locker in the NW and Ian comes like the bastard he is and blocks the way. I couldn't get his ass moving so, seeing that I couldn't do anything, tried to kill him with my spear when I was already hurt... guessed what happened...
Try moving around as much as you can in the space you are in and get as far away from him as you can to try and trigger his movement. If you dont have enough room then wait and he will eventually move.
I got caught at the Gunrunners, on the bridge across the toxic goo between Ian on one end, and the Gunrunner who guards the entrance. I had no choice but to kill Ian because it was my only save slot. Fallout 2's feature of "pushing" NPC's was a life saver.
You could also try to sleep for 10 minutes or so and see if that helps. If I recall correctly the gameworld moves on even when you sleep. I don't know I'm just guessing.
I tried to change the distance but the bastard still wouldn't move. I obviously can't try anymore the sleeping thing since Ian killled Albert, my charater... I'll try that out next time. Great for my first run through the game...

Maybe because I was level 2 and had already taken some damage(said that before)... And also the fact that I was too lazy to remove the spear and use my gun...
