Set 80 years after fo2, the world is once again rediscovering its old self destructive habits.
The rapidly expanding NCR, which now reaches well into Nevada, Arizona and northern texas, and are entering a state of growth never scean in almost-human history, with a population of well over 1 million.
The Empire of the Shi, covering what was once southern texas and northern mexico- while the population is not booming like NCR, in technology they are second only to the IRIOT and the Arroyin nation
After the great BOS civil war between the expanding Midwestern Bos and Califiornian Bos, the two groups came together to form IRIOT- Internation Reinstitution of Technology. They are developing new mass production technologys at the time.
The Arroyin Nation is small, yet technologicly years beyond the IRIOT, yet not at the superkagafrastilistic Expialitotious Gatling Super Plasma gun yet. They are currently moving into the former Seattle area.

The avatar is the descendant of the Anarchist, and is sent to look into the Shi-NCR conflicts. Little does anyone know, the shi have been reaserching nuclear wepons.......

What the hell ?
This should be poster in fan fiction
The main idea i see in your text is , growth , expansion , technology booming .
I am sorry my friend but this sucks for me !
Lots of happy people , power armor XXVII , nuclear super laser guns
no thank you !
I strongly the defend the idea that tecnology shoud be very scarce ...
What´s the fun of everyone having a power armor , even kids would have it .
It would look like a mechwarrior game ...

why not just call it "the sims".

the fallout universe is short on resources for manufacture and agriculture. this means expansion of settlements is severely limited. settlements are unlikely to reach massive sizes because of the poor soil and that there are constant mutant and critter attacks as well as the raider threat.

Technology is still scarce in fallout 2. the only reason why weapons are available is because they have been found and restored by people. production of new things is minimal.

also as i mentioned in another post, broken hills runs out of urainium at the end of Fo2 so now power is available easily.

ANOTHER point is that Fallout 3 would be in a different location most likely.

AND I hope black-isle discard ANYTHING which happend in Fallout Tactics. it just doesnt fit.

The book "Do Androids Dream Of Electirc Sheep" by Phillip K. Dick- the inspiration for Blade Runner which is set in a post-nuclear San Fransisco, about 20 years afterwards.

I have read the book, but I still cosider a prequel rather hard to pull off.

Most definetly
It would be much harder to make-
but there would be the possibilaty of a real wasteland and real art deco 20's-50's feel, instead of a broken building with a guy in mark III power armor with a plasma ultrafusion double barrle with attached emp grenade luancher

you completely ignored the fact that there is no fascility to create such weapons in fallout. people are too busy trying to survive than inventing new weapons.

Than where did the advanced Power Armor come from?
Or the Laser Pistol that the BoS desinged- most guns come from the bOs, last I heard.

Yes, BOS is indeed making weaponry but that's not thier goal per se. They try to restore to pre-war tech for the most part. Or so I remember. Never played tactics so I wouldn't know how that plays out.

Be glad. FOT blew the goat ass. Most of us just ignore it and hope it goes away.

Yes, the BOS do make their own weapons (but not PA, they just service that [or so I think]). They don't like to share though.

BoS do not share Power Armour nor do they sell any of their tech weapons. they want the edge. Plus, the laser pistol was based on a pre-war design.

BoS do not, as far as i know, make power armour. they may, but purely on a needs basis. only initiated members of the Brotherhood have the armour. Advanced power armour was simply hardend PA or slightly modified PA. the Enclave armour was from the Gov who had the fascilities to manufacture weapons and armour on the oil rig. since that's now a smoking ruin in the middle of the sea i wouldn't worry about it.

BoS hoard tech rather than distrubute it. they do not feel anyone outside the BoS have a right to the knowledge, that they alone have the understanding to use it correctly.

I remember Enclave guys wearing advanced power armors, BOS troopers only had regular power armors on.

I have nothing against Laser Pistol cept it's a crap gun. Laser Pistol is definately 50's retro tech. A sequel doesn't mean it has to include lots of LAser/plasma weapons or advanced power armors MKIII. So, the lack of advanced technology isn't an excuse for making a prequel. Hitech stuff are part of Fallouts, some like them, some not, but there should be an limited amount of those. And BOS should be the only one that has access to those.

what laser pistol are you talking about , the olny i recall was the civilian model and bos didn´t created it .
From what i remember Bos didn´t created any gun , they would just try
to enhance guns with the help of guns schematics and books .
No new weapon was invented , they just kinda adapted it to work better.
As for the advance power armor , that armor could be olny a prototype by the time of the war olny the enclave got a few of those ...

newsflash: in fallout 1 the laser pistol is described as a scribe's invention.

The description of the Laser Pistol in Fallout:
A Wattz 1000 Laser Pistol. Civilian model, so the wattage is lower than military or police versions. Uses small energy sells.
