You can play Fallout 1 ms-dos version using
DOSBox , as for Fallout 2 there's no way that I know of.
Some genius over at
NMA used
Virtual PC , but why bother?

Google D3DWindower. It's Japanese, but pretty straightfoward. Extract to your Fallout 1/2 folder, run the program, hit the + thing to add the Fallout executable, highlight, then click the blue arrow launch thing or something.
