It's an RTS where you place submarines, missile silos (defensive or offensive), and other stuff before an all out nuclear war happens. The winner is whoever killed the most. I honestly can't imagine how that's determined or matters when everybody is wiped out. IGN has a good review explaining everything.
Supposedly games can last anywhere from minutes to several hours.

Heh, it authorized me for about 30 seconds then while in the middle of starting a game it kicked me out saying invalid key. Why does every single Steam launch always fuckup dramatically?

k, all is working now. Just finished a 2 hour game and totally shitfaced the other guy. Pretty easy to jump into. The trick is to keep track of what is destroyed so not to waste precious nukes. Too many times the same spot will get blasted about 20 times cuz you weren't paying attention. Slow the game down and move quickly. Submarines are the biggest pain in the ass.

It's pretty good. For $10 (if you preordered) you got what you paid for. Winning is more luck than strategy. And everybody gets the same number of silos, radar, airbases and units. Although you do get to customize how many carriers, battleships, or submarines go into your naval fleets. Online play is cool because you can setup weak alliances where at the end somebody is gonna get stabbed in the back.
There isn't much replayability. In fact, I don't see myself playing it more than a couple days. It has a great atmosphere with the music and sounds, especially the crying. Kinda creepy actually. I personally would never pay $20 or whatever they're charging now. They're just isn't much game here.
It makes me wanna load up an old savegame of Civ3 (never got into 4 cuz it sucks shit) and nuke everybody for the hell of it.
