Mutants?

In fallout 1 you destroy the vats of FEV that make humans mutants. In fallout 3, there are mutants.
Is there some explaination?

Explanations:
1. Bethesda has no idea what they are doing--fact
2. The mutants fled east after the vats being destroyed--fact
3. Fallout 3 may not be in chronological order with 1 & 2--just plain gay

Actually, gametrailors.com interviewed one of the guys at bethsoft and he said the game takes place in 2277

....Actually, that's a really good point. Only real difference from Fallout with Diablo is that in the latter, items fell onto the ground. In fallout, you give corpses rectal searches to get that extra ammo cartridge.
Are any more games with good stories still made to fit chronologically? I mean, Halo 3 was, but Halo's story, at least in comparison to the Fallout story, is really just fucking insignificant, you know? Seems every big movie and every big game that is based off anything in the past has been completely changed and altered to make something they can brand as new.
Spider-man 3? =
Fucked over Venom.
The Darkness? =
Did a better job than Spiderman3, but still failed the portrayal of Jackie Estacado.
Fallout: BOS on the PS2? =
Gave a bigger hemroid to Fallout fans than unpaid child support and alimony for every black entertainer combined.
It took a lot of my useless thinking time to legitimize FT:BOS, and though that was something I enjoyed and felt necessary to assist, I feel that I speak for all of us when I say that I (and virtually every other Fallout fan) don't want to have to bust ass and COME UP with an explanation when Interplay, or Bethesda, or whoever comes next fails to
at the very least make a story that fits between the lines and doesn't push the boundaries of what IS and IS NOT possible within the Fallout Universe.
...I mean,
shit. Not too much to ask, is it?

Maybe some prototype FEV was stocked as a suicide weapon at various military bases.
And some of it got used and some of the participants didn't die.
Or maybe those fuckers are just trying to re-use their orc models.
The shiny silver mace is part of a transmission.
But it's still a shiny silver mace held by an orc.

Everyone knows at least 90% of the game is going to suck.
Hardly any supermutants in fallout 2 for a reason guys!

Supermutants:
There was enough of them to intimidate the Wasteland population (starving ill people), but not the BOS.
The BOS:
Was a fairly small organization, dealing with their own interests. Growth of the organization was not one of them.
Fallout 3:
BOS + MUTANTZ galore.

The Fallout series never really went into detail about other mutants aside from Super Mutants and Night Kin. FOT did, with beastlords and random people having some kinds of mutations. People in the wasteland are going to have some level of mutation.
