Need help with National Guard Depot (Spoilers obviously)

Hi. I am telling the truth when I tell you I have tried to get to the switch in NGD for 2 weeks. Been looking everywhere for answers. So finally I seek advice here.

Here is what we know:

1. The ARMORY is accessed by entering NGD, it is on the lowest level.
2. To open this door you need to get to the top floor and enter the Training Wing and the NG Offices, which can be accessed by going to the top level of NGD (I guess).
3. Then you walk through these instances and come out again in the main building but on an once unaccesible place, where you can activate a switch.
4. Now the ARMORY opens and, if you have all 5 Keller tapes, the inner door will open, and lead you to the MIRV fat man.

However, I can not get up to the TOP LEVEL to access the OFFICE door or the TRAINING WING door! I have tried several times with different settings, with or without armor, with drugs or drunk, every skill setting possible but I can not get up there. Finally I tried on my brothers 360-version, and after some half an hour of tries, we managed to jump from the broken ceiling piece, in the biggest room, up to the upper level. However, THIS IS IMPOSSIBLE on the PC version.

I believe I can not see the forest because of all the trees in the way, so I seek your help. Can someone who entered the armory tell me how to get up to the top level of NGD to access the Training wing and Offices? Hopefully there ought to be an easy explanation for this, maybe that you have to acess Training Wing through inner DC or something like that? However, I can not tell...

If now anyone with the PC version have been able to access this upper level without cheats, please let me know? I start doubting this, but it should be possible somehow... Any ideas?

Exploit the physics engine.

Use explosives to blast yourself up to the roof. Then climb down.

That's how I did it.

Well, it's an optional (extra, super special yada yada...) area, so it's supposed to be hard to reach..?

Unfortunately I have the 360 version and had no problems whatsoever in the armory - although somehow I missed whatever switch this was and left the utility door locked.

Guess I'll be going back, eh?

to get to the top floor you have to go through the offices and training wing (can't remember which one's first) and then exit to the main area through a door in the second area. shouldn't be too hard. the bunker inside the armory has a fatman that can fire 8 mininukes at once, which is pretty neat.
