NWN Fallout Mod

(sorry, I'm not quite sure where to put this one)
Put aside for a moment any latent aggression towards D&D or negative feelings arising from the NWN SP campaign. As I understand it, some quite significant adaptations can be made of NWN, encompassing visual and rule issues. Would this put a Fallout Mod within the grasp of fans?
I'm thinking maybe we would need to do the following:
If they are, potentially the following things come within our reach:

- Change the feats and skills
- Implement guns for combat
If they are, potentially the following things come within our reach:
- Ability for many of us to contribute Fallout modules
- A Fallout persistent online world
