1. the Chosen One wasnt the only one who had a City Killer Shotgun. many people had them
2.the ending said the towns people accepted the DeathClaws and Since NCR owns most of the towns.....and im sure they would allow them in the army if anything it would be encouraged. who wouldnt want an army of Deathclaws that can follow and understand orders? and correct me if im wrong but NCR is very open minded after all arent Ghouls and Super mutants in the Rangers
