How could they build vaults under mountains if the earth was covered in citys and stuff? Did they have huge sky-scrapers and urban areas, then a mountain?

Otherwise they still had room to build stuff...

And if they build on the mountain, I'd have thought they'd have flattened it out a bit instead of having steep inclines and stuff.

But I just remembered some vaults were buried uderground, like vault 15 and the necropolis vault. But then again vault 13 and vault 12 were buildnt into the sides of mountains...

And wouldnt it be a bit hard having to build an under-ground vault UNDERNEATH a city?

Umm, I'm not sure what you mean. Surely there were un-flattened mountains left? The world in Fallout before the great war wasn't full of towns, IIRC. just look at the world map screen.

but in fallout 2 intro it said something about not enough space.

I figured they'd have covered the land. And to build you need to make the area flat or build into it, like the reactor in gecko.

And when I said about mountains being steep I meant cutting it into steps or something similair, to build onto it.

And the fallout map screen showed the world after it was nuked. If you went to a place that had been nuked I'm guessing not much would be there.

Vault 12 was the Necropolis [Bakersfield] vault, wasn't it? That wasn't in the side of a mountain.

Fallout 2 intro says that there wasn't enough space. Well, the mountains containing vaults were probably just another thing that was taking up space. And besides, no matter how much space you need, it probably wouldn't be worth the trouble of leveling the Rocky Mountains. In fact, if they really needed more space, they just had to expand into Canada, which is mostly empty space. 90% of our population lives within (I think) a hundred miles of the border.

I thought vault 12 was vault city.

I also wondered why they'd have only one way out. What if the cave to outside collapsed?

They said there wasn't enough space...but still it would be unusual to have a city, then a mountain sat in the middle.

Vault City was Vault 8.

Vaults couldn't be build everywhere.

The water chip was supposed to purify water from underground rivers, which means only certain places would be suitable for vault building.

The map showed ruined cities(dark areas) and desert, which I think was empty space before the war. It's hard to imagine the world of fallout one big city before the war, it's too cyber-punk.

When the FO2 intro mentions that space and resources ran out, they don't mean that the face of the Earth was covered with asphalt and assholes. It's that people ran out of habitable space. People will never cover the Earth in blankets of flesh. They will, however, pretty quickly run out of space that they can actually live in. Once you start to hit that level you start having famines and other nasty things break out. That's what was apparently happening just before the Great War broke out in 2077.
