When, where, who, what?

First of all, let me say that I think Fallout would have to become a hit before having an Online version of it.

1)When?
When should it take place? The early years(fallout 1) the golden age(Fallout 2) or the Fallout:Tactics time period?
2)Where?
Where should it take place? North America, Europe, Asia, Africa or the whole world
3)Who?
Should it include characters from the original Fallour series? If who, why?
5)How?
How should Interplay/BIS/Troika distribute the game? Monthly fees or one-time fees?

I just posted this to bring to light the more unnoticed aspects of the potential game.

Fallout 1, the golden age: The developers did a good job and made sure it worked, the setting was the best.

Fallout 2, the fucked age: Easter eggs everywhere, the developers didn't have a clue.

Fallout Tactics, uber-fuckage: No comment.

What was the drizzling? Oh, yes...that was a bit of urine stench even theoretically being applied to the setting of Fallout.

Oh. No, wait that should be "hates" instead of "loves".

Now, admittedly, I don't know much at all about online gaming.
However, that is because complete idiots ruined it for me before I could get into it.
I can be sure that will happen with a Fallout online game too.
