Duck and Cover

I'm new to modding. But I'm aiming high. I want to make a complete Fallout universe using the Fallout engine. I want to make environments, NPCs, interactable NPCs, enemies, stories, party members quests, pretty much a whole game. I need as much help as possible. Can anyone recommend the tools for the job? Would anyone like to assist me?

Uh, in case you're wondering, the basic idea for the mod is that you are an Enclave soldier. Yeah, might be a cliche, but I like it. Please, any help? I want to start a game from scratch. Big project.
