The editor can be found on this page. There are readmes for it plus a hotkey guide on this page.

If you haven't unpacked the .dat files in your root Fallout directory, you may find the post written about it in the FAQ sticky thread at the top of this forum helpful. It'll explain why it's necessary, too.

Thanks I was on a mac at school,and all the buttons were jumbled together.
