What quest are you having trouble with?

First, talk to Thomas Moore in Vault City, the green-shirted bald guy preaching in the street, agree to help him and take the suitcase to Bishop. This will trigger the quests, which are all pretty straight-forward: Kill Westin in NCR and Kill Carlson in NCR. If you want more info on the quests, i suggest Steve's Guide to Fallout 2.

It's also the only way to screw his wife and daughter without having to kill him afterwards...

I think you can also sneak by him. Or maybe even run.

Or the cheaty method, enter combat mode and then walk past him.

on the same note i become a slaver almost always and try to lead a very evil game  but i have tried to get the suitcase from him and he always tells me to go away and calls me some name and refuses to talk to me is there any way for me to get the case and be a slaver at the same time?

Nope, he hates slavers and slaves with a passion. You could steal it from him (maybe, I never tried to), but then you won't have the option to give it to bishop.

I don't think you can even steal the suitcase from him.

I remember one time where i wiped out all the raiders, then when i went and talked to Bishop, he had found out i did it, and he "forced" me to whack Westin, thereby starting the quests. Could have been coincidential somehow, but try it, it might work.

He is in the basement of the Mordino's casino.

As for the briefcase there are two of them. It depends on the way you talk with the guy in Vault City on which one you get.

No thats Bishop's casino, I'm talking about the casino that is in the same section of the map as the Cat's Paw(use the stairs that go down).

hmm,
seems like i have overlooked a crucial part of the game...
i have never found these two basements before-where are the entrances to them (inside the casino's i mean)??

If you threat to rat about that guy in VC to VC, then he writes a note he calls his "account numbers" which tell to Bishop that can't be trusted. So don't ask anything about money from the man in VC. Speak as you agree with him and he'll give you the briefcase.

If you kill the raiders in raider camp, then Bishop will go mad about it. He forces you to do the quests, but I usually let him and his casino bite the bullet.

Yes the stairs are in the casinos.

Right under the ones that lead upstairs.

First, Warlord is right, in relation to ScOpE's comment. You if you asked Moore for money for delivering the case, then you simply can't give it to him or he'll attack. So either load back tobefore you got the case, or don't do Bishops' quests, or see second, which might still work.

Second, he's also right about killing the raider camp, which will allow you to start the quests for him.

Third, you can find the basement(s) right underneath the stairs that go up.

For the Slaver question....could you make/explore your way VC first, get the case quest for Bishop, then go back and join the slavers?
