No idea how to increase the resolution. If I did, then I would of fixed mine along time ago, as at 640 x 480 I get a horrible fish lens effect.
Alright. I think I might of found out how to change it to a window. But I think Fo2 is too recent to actually work. If you have a shortcut on your desktop (or where-ever) right click it. Go to priorities, and if there is a tab up the top called "screen" click it. Then there will be a little drop down menu in which you can select the game to start up windowed.
I think this only works on games ment for DOS, so I doubt it'll work.
You could also try going into properties and clicking on the shortcut tab up the top. Then using the drop down menu at the bottom labeled "run". By default it should say "normal window", you could change it to "minimize" and after loading it, going into your little toolbar down the bottom and clicking "restore".
Just some suggestions. no idea if they'll work.

Just a question, when you say Fallout 2 looks like carp, what excactly do you mean?
What screen do you use?
My guess is that it probably looks the same in your computer as everyone elses, unless you have a specific problem.

Ok. What I gather is your problem is that 640x480 blows hardcore on your machine, right? You're looking for a way to make it so it can run in a better resolution (like say 1024x768), by making the game windowed and running on your desktop using your normal desktop resolution (am I warm?)
Anything short of the suggestions I've said I'd give one last suggestion of tampering with the config file. I highly doubt there'll be anything in that file to fix your resolution. I can't check it myself, as I no longer own Fo2 (in working condition

)
I wouldn't suggest tampering with the config file though, unless you have any kind of grasp of what you're doing.

Nope, nothing in Fallout2.cfg... Oh well that would have been great to make it 1024x768. Unless you meant another *.cfg file...

You. Can. Not. Make. It. Work. In. Different. Resolution. Ditto. Period. Teh Ents.
It won't work, because all art in the game has been DRAWN, yes - drawn, for the 640x480 resolution.
