Why am i not getting any special encounters?

My luck is 10 and my outdoorsmen skill in 300% why am i not getting any.

iirc, special encounters are not dependant on luck, although I can't recall exactly if Outdoorsman is... just keep walking around and avoid using the car.

Im not useing any such trainer.I got it up to 300% by useing a lot of outdoorsmen manuals i got in a shop in san francisco.

I thought manuals only raised a skill to 90% or so..

I used manuals to raise it a bit but when i cleared the game i got the fallout 2 hintbook off father tully in new reno.

I personally wouldn't spend those 5 points on Luck, but ok.

get yourself the explorer and other such perks, anything that has to do with "special/random encounters" can help if you really want to find them. (and with the hint book it is no sweat to gain levels.

Not as I've seen. I've only gotten the bridge encounter, and COBD encounter, even after the hintbook (Outdoorsman 300%) and all the available SE perks. None.

maybe you want less outdoorsmen so you get more ancounters.

Outdoorsman affects how many encounters you get? I thaught it was just the choices of them...
