Is 50 levels enough? In a normal RPG, you can go up to level 99, sometimes higher. In FOT there aren't that many options to improve your character with a measly 50 levels (a perk every 3 levels = 16 Perks). You might consider it a lot, but it might not be enough for a lengthy campaign. What method would you consider best for improving characters?
With option 4, keep in mind that your old character would die (so you could get your stuff), and the new character would start at level 1, but with better stats than the old one. You would also be given the opportunity to redistribute skill points and perks with your new levels, and would start out with better traits.

There are a lot of design decisions involved in this. If you get too strong then unless simple raiders become more difficult they won't pose much of a challenge later on. I think enemies should also get more dangerous through combat. There should be a happy medium as you progress through a campaign and I think FOT did a good job of presenting you with progressively more difficult situations.

Personally, I've never found high-level games to be much fun. I played AD&D for years and years, and yet we always retired characters somewhere between 8th and 12th level. In FO I'd say that the playable window extend out to roughly 24th level, but still, I couldn't imagine playing to anywhere near 50th, let alone 99th. (Note that the original FO only went up to Lvl 21.)
You see, in order to give high-level characters a challenge, you have to throw high-level things at them. So where your 2nd level squad is challenged by a handful of Raiders with a few pipe rifles and some spears, the 25th level squad needs a dozen Behemoth 'Bots to make them even break a sweat. So the whole thing just becomes things w/gobs of HPs getting hit for massive amounts of damage and...well, just give me a couple of Ghouls to root out of a building. Something where my ability to survive is determined more by my ability to think rather than what equipment I have and everyone isn't hitting every damned time they shoot.

Im with OTB on this one. Low level char are no doubt the best fun since tactics and strategy and the do-with-what-you-have becomes more important and ultimately "Fallouty" which I hope is what were aiming for here =).
