The 2nd pic reminds me of pop-eye the sailor.
I think they are fine, though when I thing post-apoc I don't really see cartoons... heheh.

There's plenty of midgets going around in Fallout, guardian. Personally I think #1 (midget boy) looks pretty good. Very nice armor detail, Monkey.
