Does shadorun games can be count as PA?

Hmm, I don't think so, the setting's almost all cyberpunk. Though there are shades of post apocness.
Overall, it's more Blade Runner-esque apocalyptic than post-apocalyptic. Plus, who wants elves and machine guns when you can have super mutants with plasma rifles?

That's just the urban environments. Although they do make up 95% of the game, some of Shadowrun's wildernesses seems very nuclear.The giant, sprawling metropolises and megacorporations should have tipped you off.

It ain't post-apoc in the true sense of the word. It's just your standard future cyber-dystopia with a bit of wacky magic thrown in for chaos. Case closed.
