I am making a new mod
I am trying to fix fallout tactics and i need new ideas, i have posted a few at Fallout Yurop but i need suggestions and they sent me here.

I didn't send you here, I sent you links to a couple of my posts. I told you to use those because they are full of good ideas, gold even.

It might help if you were a bit more clear about what kind of suggestions you need, or what part of FO:T you are trying to fix - refining parts of the gameplay/maps, fixing actual bugs in the maps, fixing problems the engine itself, or .. ? In general, if people know what you are looking for, it is easier to come up with usable suggestions.

Well, my #1 concern with "fixing FOT" would be balancing every squadmember, weapon, and enemy actors. #2 would be balancing the missions themselves.

Steal the source code and add dialog options would be great
But if some way were found to have interactive dialog it would be great, as it might then become possible to turn it into a real fallout.
If you are interested I did have and idea of how to add talking heads to FOT, though they would only be reading the existing dialog. Sure would make it feel more Fallouty though (easy enough to do too, I think....)

It's not worth turning FOT into too much of an RPG - it plays good enough as a squad-based combat game with some RPG elements....
The thing about adding too much extra video and sound to a mod is the distribution size. I prefer to keep a mod as small as possible to limit bandwidth suckage. People with slower connections also have a hard time downloading the mod.

I don't think adding the dialogue tree to FOT would make it more of an RPG than it already is. I think the overall story is more important. If you have a bad story and a dialogue tree it doesn't make the story any better. It just lets you tell the character what you're going to do, and in a lot of cases I bet everyone puts the same thing anyway. The exception might be the rare person that doesn't select the funny lines.
As for balancing the game itself. Everyone has their own ideas of what it should be like. First you have people that complain its not "fallouty". Then you have people who say its not much of an RPG. You also have those who want more strategical depth and less RPG.
I think it could use a few more missions. A longer time between big weapon type switches (a bad example is that first super mutant mission), and better exp & loot for random encounters (as it is you just waste ammo, lives, etc.. in random encounters and don't gain very much from it).
Another suggestion is giving more exp for every kill in general, and giving money and/or items for completing missions, as well as good reputation bonuses.
These are but a few suggestions to balancing the game. There are also certain game mechanics and/or exploitations that you could take into consideration while making maps/campaigns, such as female characters fitting in one world unit, different armors providing immunity or really good protection against otherwise deadly attacks (100 fire damage enemies vs armor that absorbs 20 fire damage and resists 75% fire damage = 20 damage)
